This is the third fatal crash on the Western Highway in six months, with two others in November and March occurring on the Melbourne side of Ararat.
About 8000 vehicles travel the Western Highway between Ballarat and the South Australian border each day.
The state government said there were 174 crashes on the Western Highway between Ballarat and Stawell in the 10 years to June 2024.
This included 15 deaths and 104 serious injuries.
There is a single lane in each direction, with no dividing lane, on the section of the highway where the crash occurred.
The Ararat to Stawell stretch of the highway has been earmarked for duplication for a number of years, with the federal government committing $360 million to the project in the 2019 budget.

There have so far been 130 deaths on Victorian roads in 2025, up 15 per cent on the same time last year, and four more than at the same time in 2023, a particularly bad year for road deaths.
