Former Manhattan financier Howard Rubin wined and dined a “revolving door” of blonde, buxom babes at an eatery near the penthouse apartment off Central Park where he allegedly abused women in BDSM sessions in his penthouse’s sex dungeon, The Post has learned.

The sadist ex-George Soros exec, who was busted on sex trafficking charges Friday, was at the restaurant “at least once a week if not more,” the restaurant manager told The Post.

“He always had a big group of women with him,” the longtime employee said.

“They all had a distinctive look. It seemed like he paid for their boobs, butts and faces… They were all blond,” she said. “The women were like a revolving door.”

The restaurant is near the Metropolitan Tower on West 57th Street where Rubin would allegedly restrain, beat and shock Playboy models and other women with electricity in a torture chamber inside an $18,000-a-month pad, according to prosecutors who busted him at his Fairfield, Conn., home.

The former money manager known as “Howie” is accused of luring “dozens” of women to the Big Apple between 2009 and 2019, according to the Brooklyn U.S. Attorney’s Office.

Rubin wrote about the sexual encounters in texts with his personal assistant, Jennifer Powers, who is also facing sex trafficking charges tied to the scheme, prosecutors alleged.

Rubin is also facing an ongoing Brooklyn Federal Court lawsuit from several victims which was first filed in 2017. Emma Hopper, a model from Atlanta, is among the women involved in the case.

The restaurant employee described Rubin as “slimy” and said that former hostesses from the eatery have been reaching out since the regular’s arrest. 

“His bills were very high,” the employee recalled. “And there was this older lady that would come, I assume she got him the girls, and when she was there, the bills were even higher.”

Rubin pleaded not guilty to the charges. Both he and the assistant face15 years behind bars each.
